Since February 15, 2013, all mechanical equipment such as cranes, low-voltage equipment, elevators, explosion-proof equipment, equipment using natural gas as fuel and other products exported to روسيا, روسيا البيضاء, Kazakhstan, Kyrgyzstan and Armenia shall be subject to cu-tr technical regulations certification. Cu-tr certification is common in five countries. The same product of the same manufacturer can enter the above five countries after one certification, without going through the original gost certification.
At present, cu-tr certification can be divided into the following two types:
1) State registration certificate of Customs Union
The certificate of registration of the Customs Union began to be used in the countries of the Customs Union on July 1, 2010. The certificate has legal effect in any place within the scope of the customs union. The certificate is mainly applicable to the registration of chemicals, cosmetics, sanitary products, children's products, daily chemical products, etc.
2) Certificate for custom union technical regulation
On April 7, 2011, the customs union issued the certification procedure of technical regulations and began to implement the certification of technical regulations for mechanical equipment, low-voltage equipment, gas equipment, elevators, explosion-proof products, etc. Technical regulations certification can be divided into declaration of conformity (DOC) and customs union certificate of conformity (COC)). Doc is the declaration of conformity of its products on the basis of the participation of the certification body of the customs union unified certification and registration, and DOC is the certificate of conformity issued by the certification body of the customs union unified certification and registration.
According to the Resolution No. 526 of the customs union committee on January 28, 2011, the certification of cu-tr products has been enforced in batches since February 15, 2013. Lifting equipment is a compulsory certification product required by customs union laws and regulations. It must obtain the relevant certification certificate before it can enter the market circulation and use in the five countries of Customs Union. Among them, lifting equipment, crane, gantry crane, tower crane, elevator and other large lifting equipment need to apply for COC certification. Doc compliance declaration is required for small lifting equipment such as manual hoist. The certification is mainly based on the technical regulations of the customs union "technical regulations on safety of mechanical equipment" (TP TC 010 / 2011). If there are explosion-proof parts, it also involves "Regulations on safety of working equipment in potentially explosive environment" (TP TC 012 / 2011)《 Refer to table 12 for the standards related to cranes in "safety technical regulations for mechanical equipment".
Certification methods are divided into single batch certification and series certification. Single batch certification is applicable to specific quantity and model of products. Supply contract and invoice are required. Certification certificate is only valid for specific equipment specified in the certificate. The series certification is applicable to mass production equipment, and the validity period of the certificate is 1, 3, 5 years. The certificate is valid for the type of products produced within the validity period.
1) The applicant (must be a legal person registered in the Customs Union) shall submit an application in the prescribed form.
2) The manufacturer shall prepare a set of documents according to the requirements of cu-tr certification.
3) Certification body audit documents.
4) When applying for COC certification of single batch, the qualified laboratory shall test the products and issue the test report.
5) When applying for series COC certification, qualified certification institutions and laboratories need to conduct factory audit, test the prototype and issue test reports.
6) The certification authority decides whether to issue or register the certification certificate according to the results of document review and prototype test.
7) After the series COC certificate is issued, the certification body needs to conduct 1-3 times of annual audit on the factory, and the certificate will continue to be valid if it is qualified.
The main documents to be submitted for cu-tr certification of lifting machinery include:
1) Technical passport (TP) in prescribed format.
2) A justice of safety (Jos) statement specifying the format and content.
3) Equipment installation, operation and maintenance manual.
4) Strength calculation.
5) Drawings.
6) Supply contract and invoice (required for single batch certification).
7) ISO management system documents, certificates, etc. (required for series certification)
