The good quality of lifting machinery operators (including operators and management personnel) is a prerequisite to ensure the safe use of lifting machinery. The "Regulations" stipulates that special equipment operators should be assessed by the quality and technical supervision department and:
Lifting machinery operators must be trained and assessed
1. Lifting machinery operators and management personnel should receive relevant knowledge training and obtain the "Special Equipment Operator Certificate" issued by the special equipment safety supervision and management department before they can take up their posts independently.
2. Personnel engaged in crane operation and management should have the following basic conditions:
① Be at least 18 years old, have a junior high school education level or above, and have a certain basic knowledge of electromechanics;
②Bodily healthy, vision (including corrected vision) above 0.7, no color blindness, hearing should meet the requirements of specific work, no hypertension, heart disease, mental illness and other diseases;
③Familiar with national laws, regulations, operating procedures and relevant rules and regulations of the unit; have a preliminary understanding of the structure, operation principle and performance characteristics of cranes;
④The operator should be familiar with the functions and positions of the various safety devices of the crane, be proficient in the operation methods and various basic safe operation techniques, and be proficient in the various command action signals of the crane;
⑤Have a high degree of work responsibility and good professional ethics, and work steadfastly;
⑥Have a good safety awareness.
3. The training methods include on-the-job training within the unit, the use and management training of the crane manufacturing unit, and the qualification training for special equipment operators organized by the special equipment technical training department.
4. Safety management personnel should regularly carry out internal on-the-job training for operators. The training content should generally include:
① Existing laws and regulations on production safety and special equipment management;
②Technical standards and inspection requirements related to hoisting machinery;
③Basic structure, working principle and performance characteristics of hoisting machinery;
④Types and functions of safety protection devices for lifting machinery;
⑤Safe operation, emergency rescue and daily management of hoisting machinery;
⑥ Lifting machinery accidents and prevention;
⑦Daily safety education, etc.
5. Various forms of training and assessment should be recorded, and the originals (or copies) of various qualification certificates shall be kept by the personnel department for convenient management and inspection.
6. Operators should continuously learn new relevant knowledge to adapt to changes in laws and regulations and technological development.
7. The personnel department shall promptly arrange the renewal and assessment of lifting machinery operators. Three months before the expiration of the special equipment operator's certificate, it shall contact the special equipment operator training institution for timely review and assessment. For those whose qualification certificates have expired or are unqualified in the re-examination, no corresponding positions shall be arranged.
8. The original certificates of crane operators and management personnel shall be kept by the unit, and the badges shall be carried by the operators.
Qualified crane operators are an important condition to ensure the safe use of cranes, and everyone must pay attention to it.
