The Philippines is rolling out a raft of measures it hopes will revive its shipbuilding and repair industry, which has been battered by the coronavirus pandemic. According to an article in the Manila Times, the Philippine government has identified the shipbuilding industry as a key strategic priority for economic recovery and is taking new measures to encourage investment. The recent economic slowdown has crippled the industry, causing delays in material deliveries, workforce disruptions due to shutdowns, and increased operating expenses, even production delays and severe cash flow issues.
The Philippine 2020 Investment Priority Plan (IPP), signed by President Rodrigo Duterte in November 2020, identified shipbuilding as one of the country's preferred investment activities. Unlike in the past, foreign shipbuilders can only take export orders, and Liignes said the new IPP now allows them to enter the Philippine domestic market. In addition, shipbuilding companies will have the right to reduce the corporate income tax (CIT) rate for foreign and domestic shipyards from 30% to 25% from July 2020.
Lignes also added that the law allows the president to grant further incentives to projects with a minimum investment capital of $1 billion or the ability to create 10,000 jobs.
Shipyard owners will also be exempted from import duties on capital equipment, raw materials, spare parts and accessories, including exemption from paying Value Added Tax (VAT).
