Requirements for the assessment outline for safety management personnel and operators of lifting machinery

Article 1 In order to standardize the assessment of safety management personnel and operators of lifting machinery, this outline is formulated in accordance with the "Special Equipment Safety Law of the People's Republic of China", "Special Equipment Safety Supervision Regulations", and "Special Equipment Operators Supervision and Management Measures" .

Article 2 This syllabus is applicable to the assessment of safety management personnel and operators of lifting machinery as stipulated in the "Types and Projects of Special Equipment Operators" (Announcement No. 95 of 2011 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, hereinafter referred to as the announcement).

Lifting machinery safety management personnel (hereinafter referred to as safety management personnel) refer to full-time or part-time personnel engaged in the safety management of lifting machinery by the user unit. Lifting machinery operators (hereinafter referred to as operators) refer to lifting machinery manufacturers and users engaged in the mechanical installation and repair of lifting machinery, electrical installation and repair personnel, commanders, drivers and other operators.

Hoisting equipment operators, hoisting equipment ground operators and remote control operators do not need to obtain the "Special Equipment Operator Certificate", and the user unit will be trained and managed.

Article 3 Safety management personnel and operating personnel shall obtain qualification certificates for corresponding projects in accordance with the operating items specified in the announcement.

Article 4 Safety management personnel shall meet the following conditions:

(1) Aged over 20 years old (including 20 years old), and neither male nor female is over 60 years old;

(2) To be in good health, free from diseases and physical defects that hinder the job at this position;

(3) Having a technical secondary school or high school or above (including technical secondary school or high school) education;

(4) Possess safety technology and management knowledge of hoisting machinery;

(5) Having more than 2 years (including 2 years) experience in lifting machinery operations or mechanical and electrical management work.

Article 5 Operators shall meet the following basic conditions:

(1) Age over 18 (including 18 years old), males under 60 years old, females under 55 years old;

(2) To be in good health, free from diseases and physical defects that hinder the job at this position;

(3) Having a junior high school degree or above (including junior high school);

(4) After professional training, possess the technical knowledge and practical operation skills of hoisting machinery;

(5) Have more than 3 months (including 3 months) internship experience in the applied project (Note 1).

Note 1: Having more than 3 months (including 3 months) internship experience in the applied project refers to the guidance of corresponding operators who have held the "Special Equipment Operator Certificate" for the corresponding project for more than 2 years (including 2 years) If you have to learn more than 3 months (including 3 months) of operating skills and be confirmed by their signature; or have been trained by a professional training institution for more than 64 hours (including 64 hours) and obtain a certificate.

Article 6 The examinations for safety management personnel and operating personnel are divided into theoretical examinations and practical skills examinations. The test method is as follows:

(1) The theoretical knowledge test adopts the computer test method;

(2) The actual operation skill test adopts on-site actual operation method (Note 2).

Note 2: The virtual machine cannot be used to replace the actual operation exam.

Article 7 See Annex A to Annex K for specific examination content.

Article 8 The theoretical knowledge test, the proportion of each part of the content is as follows:

(1) Safety management personnel, with 30% professional basic knowledge, 40% safe use management knowledge, and 30% legal knowledge;

(2) Operators, professional basic knowledge accounted for 30%, safe operation knowledge accounted for 50%, and legal knowledge accounted for 20%.

The question types of the theoretical knowledge test for safety management personnel and operating personnel include true and false questions, multiple-choice questions, and so on.

Article 9 The proportions of each part of the practical skill test are as follows:

(1) Safety management personnel, system establishment accounts for 40%, on-site inspection capacity accounts for 40%, and accident handling capacity accounts for 20%;

(2) Operators, the identification of relevant parts accounts for 30%, the basic operation ability accounts for 50%, and the emergency response ability accounts for 20%.

In the actual operation skill test, the test shall be conducted according to any variety in the application project, and the actual operation skills of other varieties shall be trained and assessed by the user.

Article 10 Only after passing the theoretical knowledge test and practical operation skill test of safety management personnel and operating personnel can the corresponding special equipment safety management personnel and operating personnel certificates be obtained.

Article 11 Examination institutions engaged in the examination of safety management personnel and operating personnel (hereinafter referred to as examination institutions) shall follow the principles of openness, fairness, fairness, and standardization, and allocate resources in accordance with the requirements of computerized examination of theoretical knowledge and physical examination of practical examinations. . Examination agencies should have the resource conditions suitable for the examination work. See Annex L for specific requirements.

Article 12 Examination institutions shall formulate examination rules according to the requirements of this syllabus, stipulating specific examination content, examination methods and requirements, etc.

Article 13 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China is responsible for the interpretation of this outline.

Article 14 This outline will come into effect on March 1, 2014, and the original "Appraisal Outline for Safety Management and Operators of Lifting Machinery" (TSG Q6001-2009) shall be abolished at the same time.
