1. Project Overview and Bidding Scope
1.1 Project Overview: The project is located in Jiangbuer State, Kazakhstan, 500 kilometers from Almaty and about 800 kilometers from Horgos Port on the China-Kazakhstan border. The project content is to build a soda ash production plant with an annual output of 500,000 tons. The scope of the project includes supporting facilities such as soda ash process production area, brine mining area, limestone mining area and living residential area.

2. Bidder Qualification Requirements
2.1 This bidding requires bidders to have various licenses such as production (manufacturing, operation, installation) licenses for corresponding equipment and performance of domestic and foreign projects of the same scale, and have the ability to undertake the supply of equipment for this bidding project in terms of personnel, equipment, funds, etc.
2.2 The bidder and its technical support party (if any) (hereinafter referred to as the "bidder") must be a legally registered corporate legal person and have the ability to perform civil liability within its legal business scope.
2.3 Two or more enterprises with the same legal representative, including the parent company, the whole (omitted) (omitted) (omitted) ( (omitted) ), shall not bid at the same time in the same goods bidding.
2.4 The bidder shall submit qualification documents proving its eligibility to participate in the bidding and its ability to perform the procurement contract after winning the bid as part of the bidding documents. If the bidder is a consortium, in addition to submitting the consortium agreement indicating the leading member of the consortium, each member of the consortium shall submit its own qualification documents separately, otherwise the bid will be rejected.
2.5 If the goods provided by the bidder are not manufactured by the enterprise, the bidder shall obtain the consent of the goods manufacturer and provide the manufacturer's authorization letter.
2.6 The bidder must have a complete ISO-9000 series quality management system and/or occupational safety and health management system, environmental management system certification.
2.7 The equipment bid must meet the technical performance and quality requirements specified in the second volume of the bidding documents "Technical Part". The bidder must provide technical support materials for the performance guarantee value (including but not limited to the type test report and/or appraisal report and/or performance acceptance test report and its certificate and other relevant appraisal materials issued by a nationally recognized or internationally recognized organization).
2.8 The main engine or key parts of the equipment reported by the bidder shall not be subcontracted or transferred. All subcontractors of the bidder must be confirmed by the tenderer and must be manufacturing enterprises (except standard parts or low-priced small parts). The bidder's subcontractors should have a complete quality management system and relevant certification certificates.
2.9 The bidder must have good bank credit and business reputation, and is not in a state of being ordered to stop business or having its property taken over, frozen, or bankrupt.
2.10 The bidder and its subcontractors must not have breached any contract in the past 5 years, nor have the contract been terminated due to the bidder or its subcontractors. The bidder and/or technical support party have no corruption or fraud as defined by the relevant national government departments.
