Vietnam plans to allocate approximately $11.25 billion by 2030 to develop oil and gas supply and storage infrastructure, ensuring that national reserves can be equivalent to 90 days of net imports. This investment is mainly funded by corporate capital.

According to the plan, Vietnam will build an additional 500000 cubic meters of oil storage facilities by 2030. The new crude oil reserves will be located near refineries such as Rongju, Yishan, and Longshan, with a total capacity of 1 to 2 million tons. In terms of commercial reserves, we will continue to utilize the existing 89 warehouses and expand their capacity to approximately 1.4 million cubic meters. In addition, 59 new commercial oil warehouses will be built in various regions, with a total storage capacity of approximately 5.1 million cubic meters.

After 2030, Vietnam plans to continue infrastructure construction and increase the capacity of crude oil storage tanks to 3 million tons. It is expected to upgrade the 581 kilometer oil pipeline system, followed by the construction of a new aviation fuel pipeline, from the source warehouses in Ho Chi Minh City, Tongnai Province, and Patti Taunton Province to the warehouse at Long Cheng International Airport.

Vietnam will maintain the operation of its existing 16 liquefied petroleum gas warehouses until 2030. The investment will be used for the construction of liquefied natural gas storage infrastructure in Cai Mep Industrial Park in Batitungton and Nantingwu Industrial Park in the northern port city of Haiphong, with a total capacity of approximately 5.1 million tons per year. During this period, liquefied petroleum gas and liquefied natural gas storage systems will also be expanded.
