In early 1992, China took the lead in establishing diplomatic relations with Central Asian countries, opening the door to exchanges and cooperation between the two sides. Over the past 31 years, Central Asian countries and China have carried out fruitful cooperation based on the principle of mutual trust and mutual benefit, bringing great benefits to both peoples.
The cooperation and exchange mechanism between Central Asian countries and China has gradually been established and continuously improved. Within multilateral frameworks such as the Shanghai Cooperation Organization, both sides have found effective communication and coordination models. The China Central Asian Foreign Ministers' Meeting has been held four times, and both sides have exchanged in-depth views and reached broad consensus on issues of common concern. The fourth meeting of Chinese Central Asian foreign ministers held recently has a wide range of topics, covering various fields such as politics, economy, and security. All parties support further improving the construction of the China Central Asian mechanism. On the basis of continuous accumulation of mutual trust and improvement of cooperation mechanisms between the two sides, the convening of the China Asia Summit is at the right time. This will be the first time in the 31 years since China established diplomatic relations with the five Central Asian countries that the heads of state of the six countries have held a summit in physical form, opening a new chapter in bilateral cooperation.
Kazakhstan and China are good neighbors, friends, and partners connected by mountains and rivers, with a shared destiny. Kazakhstan and China have announced the development of a permanent comprehensive strategic partnership, and both sides attach great importance to promoting the continued development of Kazakhstan China relations. For Kazakhstan, enhancing its pivotal role in Eurasian trade is an important goal of national development. The proposal of jointly building the "the Belt and Road" initiative will help Kazakhstan achieve this goal. The joint construction of the "the Belt and Road" has promoted Kazakhstan's connectivity with neighboring countries and regional economic development. Kazakhstan and China have achieved important results in building the "Western China Western Europe" international transportation corridor and conducting cooperation on China Europe freight trains.
Security issues are an important area for strengthening cooperation between Central Asian countries and China. The two sides have achieved significant results in jointly combating the "three forces" and transnational organized crime. They have maintained close collaboration under multilateral mechanisms such as the United Nations and the Shanghai Cooperation Organization, effectively safeguarding common security interests and regional peace and stability. Afghanistan is a common neighbor and partner of Central Asian countries and China, and its stability and development have received attention from all parties. The fourth Foreign Ministers' Meeting of Afghanistan's Neighboring Countries was recently held in Samarkand, Uzbekistan. All parties unanimously agreed to strengthen counter-terrorism and security cooperation among Afghanistan's neighboring countries and continue to provide support for Afghanistan's economic reconstruction, issuing a positive voice for jointly maintaining regional security and stability.
I believe that the China China Asia Summit will chart a new blueprint for bilateral relations, promote further expansion of all-round cooperation, and make greater contributions to promoting regional and world peace and development.
