Russian Technical Regulations on safety of mechanical equipment

In 2009, Russia, Belarus dan Kazakhstan established the Russian White Kazakhstan customs union. In 2010, Russia, Belarus and Kazakhstan signed a series of agreements such as the common norms and rules on technical specifications of the Republic of Kazakhstan, the Republic of Belarus and the Russian Federation. According to the requirements of the agreement, the customs union formulated and gradually formed the technical regulations system of the Russian White Kazakhstan customs union, and based on the technical regulations system, Implement the technical regulations certification system of the Russian White Kazakhstan customs union.

Since February 15th, 2013, the safety technical regulations on mechanical equipment of the Customs Union have been implemented formally. All the mechanical equipment including cranes regulated by the regulations must meet the requirements of the regulations before entering the Customs Union countries. The technical regulation document is mainly composed of the main body and the annex. The main and outline requirements are specified in the text, and the Annex specifies the detailed technical requirements. The attachment includes three accessories, which specify the specific requirements for mechanical equipment. The main body of the new regulation is divided into 13 chapters, which respectively stipulate the comprehensive requirements, terms definition, market circulation regulations, safety requirements, conformity assessment, compliance declaration procedures, certification procedures, marking requirements, protection provisions, final provisions, etc.

In order to prove that the mechanical equipment meets the requirements of this regulation, the equipment entering the Customs Union market needs to handle technical regulations certification. The certificates are divided into two types: Declaration of conformity (hereinafter referred to as DOC) and certificate of conformity (hereinafter referred to as COC)).

COC is applicable to the following 15 categories of mechanical equipment:

1) Domestic wood processing equipment

2) All terrain vehicles, snowmobiles and trailers

3) Garage equipment for cars and trailers

4) Agricultural machinery

5) Small garden and forestry machinery

6) Livestock, poultry breeding and feed machines

7) Mechanical construction and assembly tools

8) Timber harvesting, timber storage and wood processing equipment

9) Commercial technical equipment, catering and kitchen equipment

10) Mine engineering equipment: mining machinery; Shipping machinery; Cleaning machine; Pneumatic tools

11) Mining equipment: coal and rock mining machinery; Mining machinery

12) Mine transportation equipment: mining conveyor; Mining conveyor / belt; Mine mining and hoist and production line machine

13) Drilling and exploration well and well equipment: blasting and tamping equipment; Pneumatic hammer (hammer drill); Pneumatic tools; Drilling machine in mining industry; Drilling unit

14) Dust removal and ventilation equipment: Mining fan; Dust collection and dust removal equipment; Oxygen compressor

15) Lifting machinery, crane.

Doc is applicable to the following 60 types of mechanical equipment:

From the product list, COC and DOC both contain crane equipment, among which the hoisting equipment, crane, gantry crane, tower crane, elevator and other large lifting equipment need to handle the COC certification certificate. The doc compliance statement shall be handled for small lifting equipment such as manual hoist.
