Basic conditions for lifting machinery examination institutions

Participating in the special equipment operator examination organized by the Quality and Technical Supervision Bureau is generally conducted by a specialized examination agency. Examination agencies should meet the following conditions:

L1 Organization and Responsibilities

Examination agencies should establish a permanent organization and management department specifically responsible for examination work, and be equipped with fixed communication facilities and office space, establish a quality management system, and clarify corresponding responsibilities.

L2 Quality Management System

Examination agencies shall formulate corresponding management documents and implement them effectively to ensure the quality of examination work. The management documents formulated by the examination agency shall include at least the following contents:

(1) Statement of impartiality;

(2) Examination management system, including process, candidate management, examination room discipline, etc.;

(3) The examination staff management system, including qualifications, job responsibilities and rules, etc.;

(4) Information, data, file management and confidentiality system;

(5) Equipment, facility management system and equipment operating procedures;

(6) Environmental and safety management system;

(7) Emergency plan , including examination and safety, etc.;

(8) Information feedback and complaint handling management system;

(9) Financial management system.

L3 personnel requirements

(1) There are no less than 3 full-time personnel, responsible for the daily examination organization and management of the examination institution;

(2) At least 2 professional evaluation personnel (part-time available), and at least 4 professional evaluation personnel for the annual test volume of more than 500 people (including 500 people); professional evaluation personnel should have more than 3 years (including 3 years) for lifting Mechanical actual work experience and more than 2 years (including 2 years) of teaching experience, and have the title of engineer or technician or higher (including engineer or technician), professional assessment personnel should be filed by the corresponding certification department.

L4 Theoretical knowledge test basic resource requirements

(1) Equipped with at least 10 computer test terminals, and at least 20 computers with an annual test volume of more than 500 people (including 500 people);

(2) An examination system with database management functions such as random grouping of papers, automatic time-limiting, automatic judging and scoring, automatic recording and archiving, statistics, inquiries, summary reports, data transmission, archiving and archiving;

(3) Have a question bank that meets the assessment outline and relevant regulations;

(4) The theoretical knowledge examination room meets the requirements of the examination environment.

L5 practical exam basic resource requirements

L5.1 Venue

(1) Have an examination venue independently owned or leased for a long time;

(2) The ground is flat, relatively closed, and the test warning line is accurate;

(3) The building area of the site should meet the requirements of theoretical knowledge and practical examination (examination subjects such as fixed-point falling objects, obstacle-circumvention operation, etc.);

(4) The area of the individual test room for actual operation shall not be less than 150 square meters.

L5.2 Exam crane

(1) The examination institution shall at least equip or rent cranes suitable for the examination items.

(2) Examination cranes shall be marked with obvious examination cranes during the examination.

L5.3 Safety protection products

Should be equipped with safety helmets, labor insurance clothing, insulating shoes, protective gloves, etc.

L5.4 Security Manager Exam

There should be software and hardware conditions for on-site inspection of the capabilities of safety management personnel.

L5.5 Commander Examination

The following command and examination supplies should be provided:

(1) Command supplies (such as standard command flags, command posts, walkie-talkies, and wall charts of " Illustrated Lifting and Lifting Command Signals ", etc.);

(2) Commonly used slings and lashings.

L5.6 Driver Test

It should be equipped with appliances (including touch rods with warning signs, test warning lines) and loads (standard weights or alternative weights) that meet the requirements of the test.

L5.7 Examination for mechanical installation and repair personnel

Should have the following on-site inspection of the ability of mechanical installation and repair personnel:

(1) Mechanical installation and repair tools and testing equipment, including common installation and repair tools such as torque wrenches, winches, electric welders, and electric hoists, as well as common measuring instruments such as vernier calipers, level gauges, theodolites, and steel tape measures;

(2) Mechanical installation work documents and construction drawings of the lifting machinery;

(3) Parts and components, including hooks, wire ropes, pulleys, drums, gears and reducers, brakes, couplings, rails and tracks, electric hoists, etc.;

(4) Safety protection devices , including lifting weight limiter, lifting torque limiter, height limiter, stroke limiter, amplitude limiter, wind-proof device, anti-collision device, safety hook, anti-backward device, rotation lock device , Anti-fall safety devices, etc.

L5.8 Examination for electrical installation and repair personnel

Should have the following on-site inspection of the ability of mechanical installation and repair personnel:

(1) Electrical installation and repair equipment and testing equipment, including common electrician tools, wireless intercom equipment, multimeters, clamp ammeters, insulation resistance meters, and grounding resistance testers;

(2) Basic electrical installation work documents and construction drawings of hoisting machinery;

(3) Electrical components, including cam controllers, master controllers, button switches, knife switches, fuses, circuit breakers, contactors, relays, resistors, power conductors, wires and cables, motors, lifting electromagnets , Control cabinet, etc.;

(4) Electrical protection, including main isolation switch, short circuit protection, loss of voltage protection, zero protection, overcurrent protection, overspeed protection, emergency power off switch, interlock protection, loss of excitation protection, electrical insulation, grounding protection, faulty disconnection Phase protection, etc.

L6 Exam File Retention Period

Examination files are kept for at least 4 years.
