4. Qualification Requirements for Bidders

(1) A legal person or other organization registered with the government of the People's Republic of China and capable of independently assuming civil liability;

(2) Qualifications for steel structure engineering professional contracting level 2 and above, electromechanical installation level 2 and above or crane mechanical installation and maintenance qualifications issued by the construction administrative department;

(3) The financial status in the past three years (2018-2020) is good, with financial statements attached;

(4) The bidder has no record of violation of law or major breach of contract in the past three years;

(5) Consortium bids are not accepted for this project;

(6) Two or more legal persons, parent companies, wholly-owned subsidiaries and their holding companies whose legal representatives are the same person are not allowed to bid simultaneously in the same project bidding;

(7) Possess a safety production license or safety production standardization certificate that has passed the annual inspection.

5. Qualification review method: post-qualification review.

6. Acquisition of registration and bidding documents

6.1 Interested bidders can register by email from the date of announcement to 15:00 on June 15, 2021 (Beijing time, the same below).

6.2 After there are 3 or more registrations, the purchaser will provide the bidding documents to the bidders by email from 15:00 to 17:00 on June 15, 2021 (the bidding documents are free).

7. Bidding deadline and place

All bidding documents should be submitted on site to the Bidding Office on the 1st floor of the Training Center of Tianjin Electric Locomotive Co., Ltd. before the time specified in the bidding documents. Bidding documents delivered after the deadline or not delivered to the designated place will not be accepted by the purchaser.

8. Bid opening time and place: Same as the bidding deadline and place.
