Article 1
In order to strengthen the management of the supervision and inspection of lifting machinery, regulate the behavior of the acceptance inspection and periodic inspection of lifting machinery , and improve the quality of supervision and inspection work, this regulation is formulated in accordance with the "Special Equipment Quality Supervision and Safety Supervision Regulations".
Article 2
Technical institutions engaged in the supervision and inspection of lifting machinery must be approved by the administrative department of quality and technical supervision at or above the provincial level, and carry out supervision and inspection work within the scope of authorized projects.
Special equipment supervision and inspection institutions (hereinafter referred to as inspection institutions) carry out acceptance inspections and periodic inspections of lifting machinery, and must comply with the inspection content, requirements and methods specified in this regulation. If an inspection method that is inconsistent with this regulation is used, it must be approved by the special equipment safety supervision agency of the General Administration of Quality Supervision, Inspection and Quarantine.
This regulation is applicable to the acceptance inspection and periodic inspection of bridge cranes, tower cranes, mobile cranes and portal cranes (hereinafter collectively referred to as cranes).
Article 3
The cranes that are to be put into use after installation, overhaul or transformation shall be inspected according to the requirements of the acceptance inspection according to this regulation; cranes in use shall be inspected every two years according to the content of the regular inspection according to this regulation. In the event of natural disasters that may affect its safety and technical performance, or cranes after equipment accidents, and cranes that have been out of service for more than one year, the equipment shall be inspected in accordance with the requirements of acceptance inspection after the equipment is overhauled.
Article 4
The technical indicators and requirements of this regulation mainly refer to the "Safety Regulations for Lifting Machinery" (GB6067-1985), "Crane Design Code" (GB/T3811-1983) and relevant national standards for various cranes. If the above-mentioned relevant standards are revised, the latest standards shall prevail.

The inspection agency shall formulate inspection implementation rules including inspection procedures and inspection flowcharts in accordance with this regulation, and implement strict control over the inspection process. During the inspection process, if an inspector finds an abnormality or special situation, it may add inspection items in accordance with the relevant national standards after being approved by the inspection agency.
For cranes that do not meet the requirements for on-site inspection, or if continued inspection may cause safety and health damage, the inspector can suspend the inspection and must explain the reason in writing.
Article 6
The inspection agency shall conduct acceptance inspection on the basis of the self-inspection of the construction unit such as installation, overhaul or transformation. The content, requirements and methods of the self-inspection of the construction unit shall comply with the relevant national regulations and standards, and a complete self-inspection report shall be issued .
Article 7
Units engaged in crane acceptance inspection and periodic inspection shall at least be equipped with the inspection and inspection equipment, measuring instruments and corresponding equipment listed in the "List of Essential Instruments and Equipment for Crane Supervision and Inspection" (Appendix 1, hereinafter referred to as "List of Essential Instruments and Equipment") The accuracy of the testing tools should meet the requirements set out in the "Mandatory Instruments and Equipment List", and if they belong to the scope of legal metrological verification, they must pass the verification and be within the validity period.

The following inspection conditions shall be met during the on-site inspection:
(1) The condition of the inspected equipment, the environment and site conditions of the inspection site meet the requirements of relevant standards and instructions for use;
(2) The inspection site should be clean and tidy, and there should be no items, facilities and persons irrelevant to the inspection that affect the crane inspection, and warning signs indicating that the inspection is being carried out on the site should be placed.
Article 9
Inspectors must comply with the requirements of the "Regulations for Qualification Examination of Boiler, Pressure Vessel, Pressure Pipe and Special Equipment Inspection Personnel" and obtain the qualification certificate issued by the quality and technical supervision administrative department above the provincial level before they can engage in crane supervision and inspection work. The on-site inspection shall be carried out by at least 2 persons with qualifications of crane inspector or above, and the inspector qualification badge must be worn.
Article 10
Crane inspected units and related units such as installation, modification (overhaul) and maintenance shall provide relevant technical information to the inspection agency and arrange for relevant professionals to cooperate with the inspection on site.
Article 11
The items of crane acceptance inspection and periodic inspection shall not be less than those listed in "Crane Acceptance Inspection Report and Crane Periodic Inspection Report (Format)" (Appendix 3, hereinafter referred to as "Inspection Report"). The specific inspection content, requirements and methods shall be It shall be implemented in accordance with the requirements and methods of Crane Supervision and Inspection (Appendix 2, hereinafter referred to as "Inspection Contents and Methods").
Article 12
During the on-site inspection and inspection process, the inspector shall make detailed records. In the original record of on-site inspection (hereinafter referred to as the original record), the inspection conditions and inspection results of each item shall be recorded in detail. The original record form is uniformly formulated by the inspection agency and officially released and used by the unit.
Article 13
The original record sheet shall not be less than the content specified in the "Inspection Contents and Methods", and it shall be convenient to fill in the on-site operation records and the "Inspection Report". For individual items, separate tables or drawings shall be provided to facilitate on-site recording.
Article 14
The original record may use a uniformly prescribed simple mark to indicate "qualified", "unqualified", "no item", etc. Items with test data requirements should be filled in actual measurement data; for items that do not require test data but need to be explained, a simple text can be used to explain the on-site inspection status; in special circumstances, you can fill in "not inspected due to... (reason)", "waiting" "Check", "See attached page", etc.
Article 15
The original record must have the signature of the inspector and the date of inspection, and it shall have the signature of the inspector.
Article 16
After completing the inspection, the inspection agency must fill in and issue an "inspection report" to the inspected unit based on the data and results in the original record within 10 working days. The content and format of the "Inspection Report" shall comply with the provisions of this Regulation, and the conclusion page must have the signature of the inspection, review, and approval personnel and the special inspection seal or official seal of the inspection agency.
Article 17
For items that require test data in the "Inspection Report", you should fill in the "Inspection Results" column with actual measurement data or data after statistical and calculation processing; for items that do not require test data but need to explain the situation, you can enter the "Inspection Results" column. Brief description in the column of "; when there is neither test data nor circumstance that needs to be explained, you can fill in "conformity", "/" (without this item) or "nonconformity" in the "inspection result" column. In the "Conclusion" column, only individual conclusions such as "qualified", "unqualified", and "/" (without this item) can be filled in.
Article 18
The qualification criteria for crane acceptance inspection and periodic inspection are as follows:
(1) Acceptance inspection judgment conditions: important items (items marked with "※" in the "Inspection Report", the same below) are all qualified, general items (items not marked with "※" in the "Inspection Report", the same below) If there are no more than 3 unqualified items (including 3 items) and meet the requirements of paragraph 3 of this article, it can be judged as qualified;
(2) Periodic inspection and judgment conditions: all important items are qualified, and the general items are not more than 5 (including 5) unqualified and meet the requirements of paragraph 3 of this article, it can be judged as qualified;
(3) For general items that do not meet the above two conditions but do not exceed the allowable number of items, the inspection agency shall issue a rectification notice and propose rectification requirements. Only after the rectification is completed and confirmed by the inspector as qualified, or after the user unit has taken corresponding safety measures and signed the supervision and use opinion on the rectification report, the conclusion can be issued as "qualified" or "re-inspection." "Qualified" "Inspection Report".
Any unqualified items that exceed the qualification criteria are judged as "unqualified" or "unqualified for re-inspection" and an "inspection report" with corresponding conclusions will be issued. For cranes judged as "unqualified" or "unqualified for re-inspection", the construction or user unit may apply for re-inspection after repairs.
Article 19
"Inspection Report" only allows the use of four types of inspection conclusions: "qualified", "unqualified", "re-inspected qualified", and "re-inspected unqualified". The filling conditions are:
(1) For cranes that meet the qualification criteria of Article 18, the inspection conclusion shall be filled with "Qualified";
(2) For cranes that do not meet the eligibility criteria of Article 18, the inspection conclusion shall be filled with "unqualified";
(3) For cranes that meet the qualification requirements of Article 18 after re-inspection, the inspection conclusion shall be filled with "re-inspection qualified";
(4) For cranes that still do not meet the eligibility criteria of Article 18 after re-inspection, the inspection conclusion shall be filled with "re-inspection unqualified".
Article 20
For cranes judged as "unqualified" or "unqualified for re-inspection", the inspection agency shall report the inspection results to the special equipment safety supervision agency of the local quality and technical supervision administrative department, so as to take safety supervision measures in time.
Article 21
During the on-site inspection, the inspector shall be equipped with and wear personal protective equipment necessary for the inspection operation.
Article 22
The inspection agency must be responsible for the quality of the inspection work. In the event of accidents caused by inspection errors or violations of the regulations, the inspection agency and the parties concerned will be held accountable in accordance with the "Special Equipment Quality Supervision and Safety Supervision Regulations" and other relevant regulations.
Article 23
This regulation is interpreted by the special equipment safety supervision agency of the General Administration of Quality Supervision, Inspection and Quarantine.
Article 24
This regulation shall come into effect on December 1, 2002.
