Chapter One General Provisions

Article 1 In order to strengthen the management of special construction workers and prevent and reduce production safety accidents, these regulations are formulated in accordance with the "Safety Production License Regulations", "Construction Lifting Machinery Safety Supervision and Management Regulations" and other laws and regulations.

Article 2 These regulations shall apply to the assessment, issuance of certificates, employment, supervision and management of special construction workers.

The “special construction workers” mentioned in these regulations refer to those who are engaged in operations that may cause major hazards to the safety of themselves, others, and surrounding equipment and facilities in the construction activities of housing construction and municipal engineering.

Article 3 Special construction operations include:

(1) Construction electrician;

(2) Construction scaffolding workers;

(3) Construction lifting signal department cable worker;

(4) Drivers of construction cranes;

(5) Installation and disassembly of construction hoisting machinery;

(6) Installation and disassembly of the hanging basket for high-altitude operations;

(7) Other special operations recognized by the construction department of the people's government at or above the provincial level.

Enterprises should improve the management system for the use of cranes, clarify the tasks of each position, and ensure the safe use of cranes and the safe production of enterprises.
