5.  Operators at all levels must strictly implement the "five simultaneous" principle of production safety and conduct inspections on production safety.
   1. "Five delivery": delivery of production tasks, construction conditions and quality requirements; delivery of machinery operation and maintenance; delivery of tools, fuel, and accessories consumption; delivery of potential accidents and troubleshooting; delivery of safety measures and precautions.
